Ask where production, backups, and logs live; whether an in-Kingdom option exists; who the processor is under PDPL; whether GDPR also applies to EU data subjects; and for a DPA outline plus sub-processor classes. Banks often raise security and residency; campuses often raise LTI/standards. Lock weights before demos so theatre cannot win the lot.

National and ministry academies need Arabic-first operations, residency, and often a named export schema. NGOs and development agencies often accept a documented regional hub, multiple identity sources, and donor-reporting evidence. Pick the organisation type in the RFP builders so MUST clauses rise to match.

Lock Arabic RTL, bilingual certificates, a written residency matrix (often in-Kingdom), accessibility as UAT, and any ministry or nationalization reporting schema as MUST. Do not score a global HCM learning module as if it were a national academy. Learner bands are usually larger; identity may be a national IdP rather than a single corporate Entra tenant. Use organisation type “Government / national programme” in the LMS booklet.

Multiple countries and identity sources (partner staff, volunteers, no single HRIS), donor-reporting evidence, and whether a regional hosting hub with listed subprocessors is acceptable. Accessibility and multilingual production are often MUST. Do not copy a bank’s in-country pin if your counsel accepts a documented hub. If you are converting field curricula, issue Lot C with finished hours and language pairs — not a hidden line inside the LMS licence.
