Completion is not competence

SCORM completion and recall quizzes sit low on Thalheimer’s LTEM. Executives need transfer evidence — not a green bar.

What this lesson covers

  1. 01

    The dashboard lie

A 94% completion rate can mean people clicked through slides while multitasking. It does not prove they can perform the job action you designed in Module 1. Thalheimer’s Learning-Transfer Evaluation Model (LTEM) ranks evidence tiers: attendance and completion are weak; decision-making, task competence, and on-the-job results are stronger.

  2. 02

    What LTEM is not

LTEM is not a product feature checklist. It is a framework for asking what evidence you would accept before claiming learning worked. Innovito Academy teaches it so you design assessments that climb the tiers — not so you paste “Level 5” on a slide.

  3. 03

    LTEM tiers (simplified)

Tier | Evidence type | Design question

1–2 | Attendance, completion | Did they open it?

3–4 | Perceptions and knowledge checks | Did they like it, and can they recall it in the course?

5 | Decision-making in realistic scenarios | Can they choose the professional move under pressure?

6–8 | Task competence, transfer, results | Can they do it on the job — and did work change?
